HEDGEHOG^®

From June 1, 2007 came into force the REACH Regulation (EC) No. 1907/2006.
Through a single regulatory text, REACH (Registration, Evaluation, Authorisation of Chemicals) substitutes most of the current community legislation on chimicals and introduces an integrated system for their registration, evaluation, autorisation and restriction.

The new regulation provides the registration of all substances produced or imported into the European Union, in quantities equal to or greater than one tonne per year (per substance), with important consequences in the future activities of importers and manufacturers. It is estimated that this procedure will affect about 30,000 substances used in the chemical industry and various manufacturing sectors. Chemical substances and products should in fact be subject of a  test about their danger and then entered into a database common to all State-members.

Substance registration involves, for manufacturers, importers and users of substances and mixtures (mixture of two or more substances), the obligation to submit to the European Agency, a series of information based on substances properties, in case no data is available, the obligation to make the experimental tests to determine their phisico-chimical, toxicological and enviromental properties. Italy will determine the sanctions for breach before December 1, 2008.

The subjects involved are numerous: not only the operators of the chemical sector, but also all companies that use just a phase of the chemical process ( eg. paints, dyes, glues, ...), or assemble components purchased from a supplier whose work included the use of chemical substances.
So, a variety of sectors will be affected:

• Chemical
• Textile and clothing
• Glasses 
• Wood-furniture
• Mechanical, electromechanical, electronics
• Household items
• Paper and printing
• ...

To fulfill this Regulation, considered the largest and most complexed ever produced by the European Parliament, italian companies, even if not strictly related to the chemical sector, will be asked to declare the quantity of chemical substance used for each component: the retrieval of such information will be crucial!
